Tao Lin

Mr. Lin is the Managing Partner of TLA Law and practices in the areas of U.S. immigration and international transactions. He received his B.A. from the University of California, Los Angeles and a certificate from the Johns Hopkins University-Nanjing University Center.  He then worked for the Perennial Law Office in Taiwan and Lewis D'Amato's Hong Kong Office before receiving his J.D. on a scholarship from the University of Pittsburgh Law School.  

He joined Caesar & Napoli, a New York law firm in 1998 where he was the head of Immigration from 2004 to 2009. He also served as an advisor at the United Nations.  Licensed to practice law in New York for nearly 20 years, he is a co-author of “A Guide to U.S Immigration & Visas”, published by the Law Press, a leading law publisher in China, and is the Managing Attorney for NYU Law School's Chinese-language Pro Bono Program.  He is also a panel member of the New York City Bar's Immigration Legal Referral Service.   

 Nien-Tzu Kuo

Ms. Kuo is a partner of TLA Law and practices in the areas of immigration and corporate law. She received her Bachelor of Law degree from the National Taiwan University in 2002 and thereafter worked for Lee & Li, one of the leading law firms in Taiwan, from 2004 to 2007 before receiving her Master of Law degree from Columbia Law School in New York in 2008.  

Ms. Kuo is admitted to practice law in Taiwan and New York.  She is a member of the New York State Bar Association and has been extensively involved in Employment-Based (EB) immigration cases.  

 Jane Wei

Ms. Wei is an attorney of TLA Law.  She managed the EB-5 department for an immigration boutique firm and gained extensive experience about EB5s from 2010 to 2014 before joining TLA. Her experience also involved significant legal research, analysis of complex foreign investments, drafting cooperation agreements, and training team members and outside agents.  She obtained her LL.B from both China University of Political Science & Law in China and LL.M from College of William & Mary in the U.S. 

 Katya Yoffe

Ms. Yoffe’s practice focuses on cross-border transactions, international taxation, intellectual property, immigration and general corporate services. Ms. Yoffe is licensed in New York and is a counsel attorney of TLA Law.  Ms. Yoffe also serves as a Chair of the Young Friends of the Hermitage Museum Foundation, a United States organization that contributes to the preservation and promotion of the rich cultural heritage of the Hermitage Museum in St. Petersburg, Russia.  She obtained her B.A. from New York University and J.D. from Benjamin N. Cardozo School of Law in New York.

 James C. Napoli

Mr. Napoli is a founding member of the law firm of Caesar & Napoli and a counsel attorney of TLA Law.  After graduating from New York University and Brooklyn Law School, he joined an insurance firm specializing in insurance analysis, personal injury defense and trial work.  Having lifelong ties to downtown New York City and having a strong desire to only represent injured victims, his practice is limited to representing injured persons in the following types of cases: construction accidents, tractor trailer accidents, wrongful death, automobile accidents, defective products, medicial negligence, and defective roadways. 

 Grace Ng Rahme

Ms. Rahme concentrates in the areas of immigration, real estate, corporate, and intellectual property law. Her clientele has included foreign companies looking to expand to the U.S., award-winning actors, musicians, and artists, and Fortune 500 companies. Ms. Rahme is a TLA counsel attorney who has also served as a vice president and in-house counsel for a real estate development firm and currently serves as outside counsel to a real estate brokerage and property management company.  She received her B.A. in English from the University of California, Irvine, and her J.D. from New York Law School, where she served as an editor for the Media, Law & Policy law journal.

 Holly Ying Li

Ms. Li's practice focuses on intellecual property prosecution, litigation counseling and management, and licensing in semiconductors, wireless communications, software designs, optical networking, nanotechnologies, and clean and alternative energies.  Ms. Li is a TLA counsel attorney and a former associate of Baker & McKenzie's Hong Kong office and Cooper & Dunham in New York.  In 2005, she joined Quinn Emanuel Urquhart & Sullivan (then Quinn Emanuel Urquhart Oliver & Hedges) and engaged in patent litigation representing Asian clients.  Ms. Li received her J.D. from Rutgers University School of Law in New Jersey and her B.S. in Electrical Engineering from Peiyang-Tianjin University in Tianjin, China.  She is admitted to practice law in New York, New Jersey, and the United States Patent and Trademark Office.
